"With a diploma to the village": How young professionals in the Kostanay region can find housing and support at the start of their careers

The region is actively implementing the "With a Diploma to the Village" program, which helps young professionals comfortably begin civil service careers in rural communities.
The program, launched in October 2020 at the initiative of the Agency of the Republic of Kazakhstan for Civil Service Affairs, applies to specialists in the offices of village and rural district akims.
Civil servants coming to work in rural areas receive a starting allowance of 100 MCI and a budget loan for the purchase or construction of housing of up to 2,500 MCI with a minimum interest rate of 1% per annum.
An important bonus: these support measures are provided even if the settlement later changes its status from rural to urban – for two years after the change in category.
For the convenience of young people, all procedures are digitalized as much as possible. You can receive a starting allowance or budget loan through the Baspana Market Real Estate Portal (otbasybank.kz/programm-bank). There, young professionals upload the necessary documents: an application form; an educational diploma; proof of employment; and, for housing loans, a marriage certificate and a credit bureau report.
After submitting documents through the portal, the agreement on the provision of social support measures is signed using an electronic digital signature or a one-time password, which significantly speeds up the process.
The program takes into account the real life of young professionals:
- a budget loan cannot be used to purchase housing from close relatives or in which the person already lives;
- the loan amount is provided against real estate collateral, and construction of the house must be completed within 12 months;
- in the event of insufficient budget funds, services are provided on a first-come, first-served basis, with a reconsideration period of no more than two years.
The effectiveness of the program is confirmed by the figures: from its launch until 2025, 53 young civil servants in the Kostanay region have benefited from social support measures, including 12 people in 2025 alone.
The "With a Diploma to the Village" program is a shining example of how the state is creating conditions for youth professional growth, supporting social guarantees, and developing rural areas by combining social measures and modern digital technologies.
