“Updating and Conducting Special Training Courses for X-Ray Television System Operators”

      From November 17 to 21, 2025, the Training-Methodical Center of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan conducted a specialized course on “Updating and Conducting Special Training Courses for X-Ray Television System Operators.” The training was held at the Center’s premises for employees of the territorial bodies of state revenues and officers of the Border Service of the National Security Committee of the Republic of Kazakhstan.

      The main goal of the course was to improve the quality of control at border crossing points, ensuring the effective interaction of both equipment and operators. Special emphasis was placed on qualified analysis of scanned images produced by X-ray television systems (XTS) and on verifying the data contained in accompanying documents.

       The course program included the following key modules:

  • studying the operating principles of Rapiscan, Rapiscan DV, Smith-Heimann, and Heimann-container X-ray television systems;
  • training exercises to develop visual perception and improve the detection of dangerous items (grenades, synthetic drugs, knives, improvised explosive devices) from various angles;
  • profiling methods and identification of passengers who may pose a potential threat based on nonverbal indicators;
  • detecting signs of concealed transport of weapons, explosives, ammunition, and preventing attempts of illegal movement of prohibited items and contraband.

       For the training and testing of XTS operators, the program included the Simfox simulator, which enabled participants to improve the following skills:

  • detection of weapons;
  • identification of explosives and detonating devices;
  • prevention of drug smuggling and other prohibited goods;
  • accurate description and proper use of X-ray television systems.

       As part of the practical training, participants underwent instruction at the “Auezhai-Astana” customs post using demonstration samples—mock-ups of narcotic substances, prohibited items, explosives, foreign currency, jewelry, and diamonds. The trainees demonstrated strong results, particularly in identifying explosive materials. The practical session was conducted in the format of active discussion and detailed analysis of X-ray images using Rapiscan equipment.

       For the first time, the course included a specialized English-language module aimed at mastering industry-specific terminology and developing professional communication skills. Participants learned practical phrases for conducting inspection procedures, completing documentation, and interacting in an international environment.

       The training program combined theoretical instruction with hands-on practice using modern equipment. The trainees studied in detail the operating principles of X-ray television systems, mastered image analysis techniques, and practiced detecting dangerous and prohibited items. Special attention was given to enhancing professional competence, making decisions in non-standard situations, and adhering to international customs control standards.
