Kazakhstan and Vanuatu Launch a Partnership in the Digital Sphere

Bangkok, 26 November 2025 - The UN ESCAP headquarters in hosted the signing ceremony of the Memorandum of Understanding between the Ministry of artificial intelligence and digital development of the Republic of Kazakhstan and the Department of communication and digital transformation of Vanuatu in the field of ICT and e-government.
The Memorandum was signed on behalf of the Republic of Kazakhstan by Mr. Margulan Baimukhan, Ambassador of Kazakhstan to Thailand and Permanent Representative to UN ESCAP.
The Memorandum establishes a framework for cooperation in developing digital infrastructure, expanding digital public services, sharing expertise and best practices, and implementing joint projects focused on capacity-building and technology transfer. Kazakhstan, with its advanced digital solutions and considerable experience in modernizing public administration, stands ready to provide advisory and technological support to its partners in Vanuatu.
The Ambassador of Kazakhstan to Thailand and Permanent Representative to UN ESCAP, Mr. M.Baimukhan, noted that the signing of the Memorandum lays the foundation for a long-term and mutually beneficial partnership between the two countries in the field of digitalization.
In his remarks, the Permanent Representative of Vanuatu to UN ESCAP, Mr. Mathieu Hervillard, emphasized that this partnership represents an important opportunity for Vanuatu to benefit from the proven experience and advanced digital capabilities that Kazakhstan has developed over many years.
Both sides also expressed their appreciation to UN ESCAP for its support in facilitating the cooperation. Thanks to the organization’s leading role in strengthening intergovernmental dialogue, the two countries were able to establish a constructive partnership and move forward with the signing of this bilateral document.
