Rights and benefits for persons with disabilities

In the Republic of Kazakhstan, the state establishes a set of rights and benefits for individuals with disabilities aimed at compensating for disabilities, creating equal opportunities, and integrating them into society. The primary regulatory document is the Social Code of the Republic of Kazakhstan.
Individuals with disabilities of groups 1, 2, and 3 are entitled to state social benefits. The amount of benefits depends on the disability group.
Employed individuals with disabilities may receive additional payments from the State Social Insurance Fund if insurance contributions have been made on their behalf.
Individuals with disabilities of group 1 who have mobility difficulties are provided with the services of a personal assistant.
Benefits are available for caregivers of individuals with disabilities of group 1.
Signature interpreter assistance is provided for individuals with hearing impairments as part of a rehabilitation program.
Individuals with disabilities have the right to a medical and social assessment and the development of an individual habilitation and rehabilitation program (hereinafter referred to as an HARP), which are issued by medical and social assessment departments.
As part of social rehabilitation, individuals with disabilities are provided with prosthetic and orthopedic assistance, special mobility aids, and technical assistive devices (deaf and blind, hygiene products).
Spa treatment, rehabilitation centers, and the services of a personal assistant and a sign language specialist are also available.
Individuals with disabilities are provided with social services and technical rehabilitation aids throughout the year, according to a priority list based on the date of application submitted and registered in the E-Social Services automated information system.
To improve the quality of social services and the provision of rehabilitation aids, the Social Services Portal (hereinafter referred to as the Portal) was launched on January 1, 2021. This automated system enables individuals with disabilities to independently purchase rehabilitation aids and social services directly from suppliers at state-guaranteed prices. The Portal also offers the opportunity to purchase more expensive goods and services, subject to an additional payment by the individual upon their selection.
The local budget provides the following additional assistance to individuals with disabilities:
A monthly allowance of 8 MCI is paid to children with disabilities studying and being raised at home during their studies (September-May).
A one-time social assistance is provided to individuals with disabilities of all groups to reimburse expenses related to:
- travel to and from rehabilitation centers in the amount of 3 MCI;
- the purchase of medications in the amount of actual costs, no more than 30 MCI;
- surgical treatment in the amount of 50 MCI.
Since last year, individuals with Group I disabilities and children with disabilities have been receiving social assistance to reimburse the costs of accompanying persons for spa treatment once a year in the amount of actual costs for accommodation and meals, but no more than 70% of the guaranteed amount.
As part of the vocational rehabilitation of individuals with disabilities in the district, a quota of jobs is established annually at enterprises in the district, regardless of ownership. For those with more than 50 employees, the figure is 2%, for those with more than 100 employees, 3%, and for those with more than 250 employees, 4% of the total number of jobs, as approved by a resolution of the Akimat of the Kostanay Region.
As part of employment promotion measures, individuals with all disabilities are entitled to a grant to start their own business in the amount of 400 MCI.
Tax incentives:
Individuals with disabilities, as well as parents (guardians, adoptive parents) of children with disabilities, and individuals recognized as "persons with disabilities from childhood," are not exempt from paying the personal income tax. However, under Article 346 of the Tax Code of the Republic of Kazakhstan, they are entitled to an additional tax deduction of 882 MCI per calendar year (in 2025 = 3,468,024 tenge).
Persons with disabilities of groups 1 and 2, if the disability is established indefinitely, are exempt from mandatory pension contributions;
Persons with disabilities of all groups, as well as one parent of a person with a disability from childhood or a child with a disability, are exempt from land tax;
Persons with disabilities of groups 1, 2, and 3 are exempt from property tax up to 1,500 MCI on the value of all taxable assets owned by them;
Persons with disabilities of groups 1, 2, and 3 are exempt from tax on one vehicle.
Medical care:
Persons with disabilities of all groups are entitled to a guaranteed volume of free medical care and to medical care under the compulsory health insurance system, as they fall into the category for which the state pays contributions.
