A delegation of the Kyrgyz Republic visited the State Corporation Government for Citizens to study Kazakhstan’s practical experience in digitalizing services in the field of real estate registration and land cadastre.
During the visit, representatives of the Kyrgyz side were introduced to key digital solutions implemented in Kazakhstan to simplify and accelerate real estate registration procedures and to improve the accessibility of public services.
The delegation was presented with the processes of property rights registration, including the registration of pledges and transactions based on blockchain technology. They were also shown the operation of a digital service that covers all major real estate transactions, including the registration of purchase and sale agreements, pledges, and lease contracts. Since its launch, this service has provided more than 250,000 services.
“Kazakhstan continues to strengthen its position in the field of digitalization. Today, our country ranks among the leaders in the development of electronic public services, which demonstrates the effectiveness of the work being carried out. We see growing interest in Kazakhstan’s digital solutions — colleagues from various countries are eager to study our technologies and practices. Such meetings allow us to openly exchange experience and jointly develop modern approaches that improve the quality of life of citizens,” emphasized Arman Kenzhegaliev, Chairman of the Board of the State Corporation Government for Citizens.
In addition, members of the working group of the Interstate Council for Geodesy, Cartography, Cadastre and Remote Sensing — which includes Kazakhstan, Kyrgyzstan, Armenia, Azerbaijan, Belarus, Moldova, Russia, Tajikistan and Uzbekistan — joined the discussion online.
The delegation also familiarized itself with the capabilities of the PSC mobile application (Public Service Center app), the work of the Public Service Center (PSC), and the operations of the Situation Center.
The visit enabled the delegation to study in detail the organizational, technical, and legal aspects of the large-scale digitalization of real estate registration processes. The experience presented by Kazakhstan demonstrates the effectiveness of modern digital solutions and may serve as a model for implementing similar initiatives in the Kyrgyz Republic.
