Without competition and with support: doors to civil service are open to graduates

The state is opening its doors to young professionals: graduates of state-funded higher and/or postgraduate programs with a high GPA (from 3.33) can find employment in government agencies without a competitive selection process. The key is to not miss a year after graduation.
Opportunities are wide-ranging: from work in district akimats to positions in territorial divisions of central government agencies (excluding the city, which is the regional capital).
Kostanay Region demonstrates one of the best results in the country: 48 graduates in three years have begun their careers in government agencies through non-competitive appointments.
For those choosing rural areas, the state offers special support measures: a 100-times-a-month relocation allowance and a housing loan of up to 2,500 times the monthly calculation index (MCI) under the "With a Diploma to the Village" program. Seven young professionals have already taken advantage of this opportunity in 2025.
Currently, 383 vacancies in the civil service are open in Kostanay Oblast. More than two-thirds of these are in local executive bodies, and over 170 positions are for entry-level specialists, eligible for university graduates.
The following vacancies are available for interested graduates: 74 chief specialist positions in the Akim's Office of villages and rural districts for work at the rural level; 27 chief specialist positions in the Akim's Offices of cities and districts for career advancement in the district administration system; 70 chief specialist positions in district Akimat departments for complex management tasks; and 4 leading specialist positions – 3 in the Akim's Office of villages and rural districts and 1 in a department within the Akim's Office of the district.
Strict educational requirements are imposed for each vacancy. There are particularly many offers for graduates in the following fields: business, management, and law; engineering and construction; pedagogy; agriculture; and ICT. The Denisovsky, Mendykarinsky, and Zhitikarinsky districts have the highest number of vacancies. In total, vacancies are available in 19 districts and cities across the region, providing an excellent opportunity for young professionals to find work in their field.
In 2025, 429 specialists with a minimum GPA of 3.33 graduated from Kostanay region universities through grant programs, primarily in education, engineering, and the natural sciences. These graduates meet the profiles of in-demand vacancies and are invited to work in the civil service to contribute to the successful development of the region.
