The Council of Europe Notes Progress in Kazakhstan’s Judicial Reform

Strasbourg, 5 December 2025 – The delegation of Kazakhstan, headed by Mr. Sharipov, Chair of the Judicial Board for Civil Cases of the Supreme Court of the Republic of Kazakhstan, participated in the 45th plenary session of the European Commission for the Efficiency of Justice of the Council of Europe (CEPEJ).
Representatives of Council of Europe, observers, and international partners approved the draft CEPEJ Action Plan for 2026-2029, which outlines priorities for enhancing the efficiency of judicial systems, further digitalizing justice, and developing reliable mechanisms for the use of artificial intelligence in the judicial sphere.
During the plenary session, head of the delegation Mr. Sharipov presented Kazakhstan’s experience in reforming and digitally transforming its judicial system. He highlighted the effectiveness of establishing administrative justice, strengthening the role of the appellate instance, introducing extraterritorial jurisdiction, and implementing AI in the judicial system as part of the advancement of digital justice.
Kazakhstan expressed its readiness to provide a platform for CEPEJ pilot projects and to serve as a regional hub for promoting European justice standards in Central Asia.
In turn, representatives of CEPEJ noted that the Republic of Kazakhstan ranks 4th among the 46 member states of the Council of Europe in terms of the level of implementation of IT technologies in the judicial system.
As part of the visit, the delegation of Kazakhstan held a meeting with experts from the European Court of Human Rights and the Council of Europe’s Department for the Implementation of Human Rights, Justice and Legal Co-operation Standards. The parties discussed priorities for further cooperation and the expansion of practical interaction.
Representatives of the Council of Europe acknowledged steady progress in cooperation with Kazakhstan and confirmed their readiness to broaden the range of joint initiatives aimed at strengthening legal institutions and improving justice mechanisms.
