Responsible Public Service: Guidance for Civil Servants Entering Public Service for the First Time

Today, the Head of the District Akim’s Office and Ethics Commissioner, O. Bocharnikova, held a meeting with specialists who have entered public service for the first time.

During the meeting, it was emphasized that the image of a civil servant is formed from the very first day of service and serves as the foundation of public trust.

Within the framework of the dialogue platform, the following issues were discussed:
✅ the provisions of the Code of Ethics for Civil Servants, where professionalism, modesty, and integrity are defined as key principles of daily professional activity;
✅ requirements for appearance and business attire of civil servants as an essential element of professional culture and official ethics;
✅ anti-corruption restrictions and prohibitions applicable to civil servants, including a categorical ban on participation in gambling and betting;
✅ fundamental principles of work in the field of public procurement, with an emphasis on transparency of procedures and the inadmissibility of conflicts of interest at all stages;
✅ provisions of the Administrative Procedural and Process-Related Code of the Republic of Kazakhstan and the procedure for reviewing citizens’ appeals, with a reminder that behind every appeal there is a specific life situation requiring timely and high-quality response.

It was noted that holding such meetings contributes to the faster adaptation of young professionals and helps prevent legal and ethical mistakes at the initial stage of their professional careers.
