The State Corporation “Government for Citizens” informs about the launch of a pilot project for providing the public service “State Registration of Rights (Encumbrances) to Real Estate” in an online format. The project is being implemented jointly with JSC “Kazakhstan Housing Company” as part of the reengineering of the process for providing rental housing with a right of purchase.

The project provides for online submission of applications and the conclusion of electronic contracts for rental housing with a right of purchase through the portal of JSC “Kazakhstan Housing Company”. All documents required for the state registration of rights and encumbrances are sent to the system “Unified State Real Estate Cadastre”.

Within the framework of the project, the process of оформing rental housing with a right of purchase is carried out sequentially: from submission of documents and registration of the lease, removal of encumbrances (after full payment of the redemption value), to registration of ownership rights in the name of an individual.

The pilot project is aimed at automating and simplifying the provision of public services in the real estate sector. The project is intended for citizens registered on the waiting list for state housing, including socially vulnerable groups of the population, public sector employees, and workers of city-forming enterprises. Rental housing with a right of purchase is provided on the basis of agreements with local executive bodies, as well as state and non-state legal entities.

Interaction between the registering authority and the parties to the transaction is carried out via real-time video conferencing.

The pilot project, using modern digital technologies including blockchain, is aimed at simplifying the process of obtaining rental housing with a right of purchase, reducing service delivery times, lowering costs for citizens, and increasing the transparency and accessibility of the process.
