The draft of the new Constitution of the Republic of Kazakhstan envisages qualitative substantive changes in the constitutional development of the country. The new edition proposes to systematize the structure of the Constitution and approve a version consisting of an Introduction, 11 parts and 95 articles. This is aimed at increasing the clarity and effectiveness of legal norms.

The main innovation of the project is the first definition of human rights and freedoms in the Preamble as a key priority of the state. This approach clarifies the direction of Kazakhstan as a state based on the rule of law and strengthens the protection of human dignity at the constitutional level.

In addition, unity and solidarity, interethnic and interfaith harmony were established as the foundations of Kazakhstan's statehood. Sovereignty and independence, unitary nature and territorial integrity were included in the category of immutable constitutional values.

For the first time, the principles of Justice, Law and Order, as well as respect for nature, were enshrined at the Constitutional level, forming the legal basis for the long-term development of the state. These changes are aimed at establishing a new model of responsibility between society and the state.
