A new draft of the Constitution has been submitted to the Republic of Kazakhstan as part of the constitutional reform planned for 2026. The new draft Constitution is an important step towards modernizing the legal system in the country and strengthening the protection of citizens' rights and freedoms.

One of the main innovations of the draft Constitution of the Republic of Kazakhstan is the declaration of human rights and freedoms as the main priority of the state for the first time in the new Preamble. This norm determines that the ultimate goal of state activity is to ensure the life, rights and freedoms of a person.

This change is aimed at strengthening the principles of Kazakhstan as a state based on the rule of law and making human values the core of state policy. The priority given to human rights at the constitutional level is an important foundation that directly affects the activities of state bodies, legislative and executive decisions.

The 2026 constitutional reform will contribute to increasing mutual responsibility between society and the state, strengthening the legal protection of citizens, and establishing democratic values. This initiative is seen as an important milestone on the path to creating a fair, transparent, and people-oriented public administration system in Kazakhstan.

The draft new Constitution meets the modern requirements of the country's development and is aimed at ensuring the sustainable development and social harmony of Kazakhstan.
