Case 1. Death of a child
Question:
The child died at the age of 10. He had previously received funds from the National Fund. What will happen to this money?
Answer:
In case of death of a participant in the target requirements, the funds are inherited in accordance with the procedure established by the laws of the Republic of Kazakhstan.
The heir (heirs) of the deceased participant of the target claims apply to the UAPF only after crediting the target savings of the deceased persons to the target savings account in the UAPF.
Question:
The child was born on September 15, was registered and received a birth certificate. Unfortunately, he lived only 3 (three) months and died. Will there be a target requirement from the National Fund for this child?
Answer:
The National Fund for Children program has been implemented since 01.01.2024. A participant in the target requirements is a citizen of the Republic of Kazakhstan, born in 2006 and later, under the age of eighteen. In accordance with the provisions of the Law of the Republic of Kazakhstan on National Registers of Identification Numbers, an individual identification number is formed, including when issuing a medical birth certificate for the first time.
In this regard, despite the subsequent death of the child after three months, with the exception of persons who died before 01.01.2024 (i.e. before the start of the program), target requirements from the National Fund are subject to accrual.
Question:
The child was born on the night of December 31 to January 1 at 23:55. He was registered in the database of individuals, received a birth certificate, but died in early January of the new year. How is the issue of accrual of funds from the National Fund resolved in this case?
Answer:
The National Fund for Children program has been implemented since 01.01.2024. Question:

Target requirements from the National Fund are accrued for the relevant reporting year, including for persons actually born in this reporting year. Therefore, if there is relevant information about the birth of a child in the State database "Individuals", he will receive a target requirement for the reporting year.
Case 2. The child has lost the citizenship of the Republic of Kazakhstan
Question:
The child received a foreign citizenship at the age of 14. Prior to that, payments from the National Fund were received in his name. What happens next?
Answer:
Upon termination of citizenship of the Republic of Kazakhstan before or after the participant reaches the age of eighteen, the accrual of funds from the National Fund ceases. The target requirements of the participant of the target requirements are subject to distribution among other participants of the target requirements in accordance with the established procedure.
Case 3. A child from a single-parent family
Question:
The child's parents are divorced. Which of them manages the child's funds from the National Fund?

After the child reaches the age of 18, he gets the right to use the accumulated funds exclusively on his own.
Case 4. The child is recognized as an orphan or is under guardianship
Question:
The child is being raised in an orphanage or is under guardianship. How are his funds saved from the National Fund?
Answer:
Regardless of the child's status (orphan, under guardianship or guardianship), funds from the National Fund are credited to the child until the age of 18.
After reaching the age of 18, a child will have the right to independently use savings for two purposes – for education or to improve housing conditions.
Case 5. The child turned 18 years old, but the bank account with the authorized operator is not open
Question:
The child has reached the age of 18, but has not opened a designated savings account in the bank. Is money burning up?
Answer:
No, the money is not wasted. In the year of reaching the age of 18, a special purpose savings account in the UAPF is automatically opened in the name of a citizen.
The funds are credited in US dollars and stored in the account for 10 years, which an adult can independently use for two purposes – for education or housing improvement.
To receive payments of targeted savings for improving housing conditions and (or) paying for education, the recipient of targeted savings or his legal representative (in case of incapacity (limited legal capacity) of the recipient of targeted savings) applies to an authorized operator bank, which opens a bank account in US dollars in the name of the recipient of targeted savings, and submits an electronic application for payment of target savings via an online resource or in the mobile application of an authorized operator bank with the attachment of documents, the list of which is determined by the bank. - by an authorized operator, taking into account the requirements of the legislation of the Republic of Kazakhstan
After 10 years (after the participant reaches the age of 18), the unused amounts of target savings remain in the UAPF and are transferred from the target savings account to his individual pension account, which is open to account for voluntary pension contributions.
The conditions and procedure for the use of voluntary pension savings are provided for by the pension legislation of the Republic of Kazakhstan.
Case 6. Is it possible to use money for other purposes?
Question:
Can an 18-year-old citizen use the funds to start a business or buy a car?
Answer:
No, it can't. Within the framework of the National Fund for Children program, funds are allowed to be used strictly in two directions.:
1. Payment for education
2. Improvement of housing conditions.
The use of funds for other purposes is not allowed.
Case 7. The child is planning to study abroad
Question:
The graduate entered a foreign university. Can he use targeted savings?
Answer:
Yes, it can. If a foreign educational institution is officially recognized and tuition fees are documented, funds from the National Fund can be used to pay for education.
Case 8. There are several children in the family, but not all payments have been received.
Question:
There are three children in the family, but the charges were received only for one child. What to do?
Answer:
Parents need to:
• verify that the child has an identity document (birth certificate or identity card from the age of 16).;
• verify the correctness of the data (full name, IIN, citizenship, etc.);
• check the availability, attachment and correctness of information about children and the correctness of information about children in the personal account on the portal eGov.kz .
If the child does not have an IIN or a document, it is necessary to contact the Government for Citizens State Corporation at the place of residence (PSC).
If the child does not have a nationality, or has not been identified, or has indicated it incorrectly, it is necessary to contact the migration service at the place of residence.
After making appropriate adjustments to the GBDF, the UAPF will include this individual in the list of Participants in target requirements and/or Recipients of target savings from next year (from February 2027), taking into account the missed period.
Case 9. A child with a disability
Question:
How is the program applied to a child with a disability?
Answer:
The program operates on equal terms for all children who are citizens of Kazakhstan. The presence of disability does not affect the accrual and safety of the child's funds.
Case 10. Parents want to get the money in advance
Question:
There were financial difficulties in the family. Is it possible to receive the child's funds from the National Fund ahead of schedule?
The answer
is no. Funds from the National Fund are not available until the child reaches the age of 18. These are protected savings intended exclusively for the unborn child.
The National Fund for Children program is an initial investment in each child's education and housing or in future retirement savings.
