The updated Constitution defines a new direction for the strategic development of Kazakhstan and establishes education, science and innovation as the main priorities of the state. It is clearly stated that the country's sustainable growth and competitiveness are directly related not only to natural resources, but also to the education, professional qualifications and intellectual potential of citizens. In this regard, it is intended to make human capital the main pillar of national development and create conditions for the full realization of the potential of every citizen. At the same time, mechanisms for protecting intellectual property rights will be strengthened, and the legal framework aimed at supporting inventions and scientific achievements will be strengthened. Digitization and innovative development are established as an integral part of state policy, serving to increase the efficiency of management, modernize the economy and ensure the openness of society. Thus, the new Constitution is aimed at creating a modern and fair Kazakhstan based on knowledge, technology and equal opportunities.
