How to obtain permission to manage the property of incapacitated persons in Kazakhstan

       The Minister of Labor and Social Protection of the Population approved the Rules for the Provision of the Public Service "Issuance of Permits for the Disposal of Property, Withdrawal of Pensions, Benefits, and Social Payments Received in the Account of an Incapacitated or Partially Incapacitated Adult, and for the Alienation of Property of Incapacitated Citizens."

According to the new rules, starting December 6, 2024, this public service will be provided by local executive bodies on social protection issues.

The service is free and can be applied for electronically or in paper form through the State Corporation or the e-government web portal.

To obtain a permit, the applicant must submit an application accompanied by a number of documents, such as identification, documents confirming ownership of property, and income information for the ward or dependent. If the application is submitted by a third party, a power of attorney is required. All documents can be submitted electronically through the e-government portal.

Once your application is submitted, the service will be reviewed within five business days. Within two business days of document verification, an order will be issued authorizing the disposal of property or the withdrawal of social benefits.
