EXPERTS' DIALOGUE ON THE NEW CONSTITUTION HELD IN ASTANA

On February 21, 2026, an expert dialogue was held in Astana on the topic "New Constitution: A New Architecture of Trust and Development." The event openly discussed the main provisions of the new draft Constitution, their institutional, legal, and political significance.

Unzila Shapak, a deputy of the Majilis of the Parliament of the Republic of Kazakhstan, noted that clarifying the mechanism for the application of international treaties in the country through law will ensure legal clarity. According to her, this step will allow maintaining the stability of fundamental constitutional values and strengthening the legal guarantees of citizens. Also, the fact that international treaties can be reviewed by the Constitutional Court before ratification is an important tool for legal security.

Indira Aubakirova, Director of the Institute of Legislation and Legal Information of the Republic of Kazakhstan, said that the ultimate goal of the Constitution is to ensure human rights and freedoms. In her opinion, the new draft clearly establishes a system of checks and balances between the branches of power. Each body acts within its authority, ensuring the stability of the system. This is the basis for the real protection of human rights.

The Ombudsman for Children's Rights of the Republic of Kazakhstan, Dinara Zakiyeva, noted that the draft Constitution enshrines the upbringing and care of children as the main right and duty of parents. She noted that the state will protect the rights of children and intervene in cases of threat or violation of their rights. Today, the social sphere provides for 49 services and 15 types of benefits aimed at supporting children - this is evidence of systematic work in this direction.

Majilis deputy Snezhana Imasheva said that many legislative acts will be revised within the framework of the new draft Constitution. They will not only be brought into line with new norms, but will also be aimed at fully realizing the potential provided for in the Constitution. In particular, the need to introduce specific provisions regulating the citizenship of minor children born abroad into the law on citizenship was raised.

In general, the expert dialogue demonstrated that the draft new Constitution is of strategic importance for society and is the beginning of systematic changes aimed at strengthening human rights and the rule of law. This is an important initiative aimed at strengthening the rule of law and taking a confident step towards a new stage in the country's development.
