Topical Issues of Tax and Customs Legislation Discussed in East Kazakhstan Region

On March 19, 2026, a seminar organized by the State Revenue Department of the East Kazakhstan Region was held at the venue of the National Chamber of Entrepreneurs of the Republic of Kazakhstan “Atameken” (EKR branch).
The event brought together representatives of the State Revenue Department, taxpayers, consulting companies, as well as media and bloggers. The main purpose of the meeting was to explain recent changes in tax and customs legislation and to raise awareness among the business community.
During the seminar, key issues of tax administration were discussed.
Shynar Seilkhanova, Chief Specialist of the Debt Management Department, spoke about changes in tax debt collection procedures, as well as the mechanisms for writing off penalties and fines.
Lyudmila Agarina, Head of the Accounting and Personal Accounts Department, clarified the procedures for recording incoming payments in state revenue authorities.
Roza Seilkhanova, Chief Specialist of the Public Awareness and Contact Center Department, presented information on the implementation and features of universal declaration.
Particular attention was paid to customs administration issues. Temir Kulekin, Head of the Customs Administration Department, presented information on the functioning of the “Keden” information system.
Bauyrzhan Amrenov, Chief Specialist of the Desk Customs Audit Department, explained the procedures and deadlines for submitting reports on the use of foreign goods, including those subject to reduced import customs duties.
In turn, Madi Myrzabekov, Chief Specialist of the Field Customs Audit Department, introduced the procedures for conducting desk and field customs inspections.
At the end of the event, participants had the opportunity to ask questions and discuss practical aspects of applying tax and customs legislation.
