More than 46.8 million US dollars have been allocated for housing and education under the National Fund for Children program

As of April 1, 2026, since the program's launch (from February 1, 2024), 273,371 applications have been processed for a total amount exceeding 46.83 million US dollars, which has been transferred to authorized operators for subsequent crediting to the applicants' bank accounts. The majority of applications were processed for the purpose of improving housing conditions - 171,696 applications amounting to 29.40 million US dollars. For the purpose of education payment, 101,675 applications were processed amounting to 17.43 million US dollars. Recipients of targeted savings (TS) have the right to use the funds in full or in part, with the unused balance remaining in the targeted savings account (TSA).
The most in-demand direction within the framework of improving housing conditions was replenishing a housing construction savings deposit for further accumulation (167,776 applications processed for 28.79 million US dollars). Funds were also contributed as a down payment for obtaining a mortgage housing loan to purchase housing – 1,345 applications for 214.39 thousand US dollars, and for the purpose of purchasing housing through civil law transactions (final settlement) – 938 applications for 144.47 thousand US dollars.
Within the use of TS for education, the largest volume of funds was directed towards paying for educational services of educational organizations located in the Republic of Kazakhstan, in installments (for each academic period or academic year) or in full at once (for the entire study period) (93,586 applications processed for about 16.32 million US dollars). The following directions were also in demand: replenishing an educational savings deposit under an educational savings deposit agreement (5,590 applications processed for over 748.76 thousand US dollars), paying for educational services of foreign educational organizations in installments (for each academic period or academic year) or in full at once (for the entire study period) (2,018 applications processed for 294.58 thousand US dollars).

Recall that as a result of 2025, Kazakhstani children received another accrual of 130.71 US dollars per child; for 2024 – 129.38 US dollars each; for 2023 – 100.52 US dollars each.
For children under 18, amounts from the National Fund are accrued annually in the form of targeted entitlements. At the same time, according to legislation, the amounts accrued to young Kazakhstani citizens remain part of the National Fund's assets and continue to be invested. Thanks to further investment, the amount of each child's targeted entitlements additionally increases annually due to the received investment income.
As a result, the total amount of all accumulated targeted entitlements (including the annually additionally accrued investment income) for a child participating in the program:
- for three years, amounted to 370 dollars 56 cents;
- for two years, amounted to 263 dollars 93 cents;
- for one year, amounted to 130 dollars 71 cents.
Information about a child under 18 participating in the program can be checked by their parents and other legal representatives using the child's IIN on the website kids.enpf.kz, in the personal account on the e-government portal eGov.kz, as well as in the mobile applications eGov Mobile and some second-tier banks.
If information about targeted entitlements accrued to children for the 2025 reporting year is not displayed, then it is necessary to update the documents in the mobile applications, following the path:
- in the eGov Mobile application: "Digital Documents" - "Family" - "Update Document List" - "Accruals from the NATIONAL FUND";
- in mobile applications of second-tier banks, for example, in Kaspi.kz: "Government Services" - "All Documents" - "Update Document List" - "Accruals from the NATIONAL FUND".
The absence of information about the accrual of targeted entitlements to children who have reached or are reaching 18 years of age in the current year in the legal representative's personal account is due to the fact that the targeted entitlements have acquired the status of TS and, in connection with this, access to information about them is provided directly to the TS recipient (a citizen who has reached or is reaching 18 years of age in 2026). These individuals must independently obtain information about their TS through their personal account on the UAPF's internet resources or the e-government portal, in order to then, upon reaching 18 years of age, contact an authorized operator to open a bank account in US dollars and submit an online application for TS payment to improve housing conditions and/or pay for education.
To date, the authorized operators are:
- JSC "Otbasy Bank" (for housing and education),
- JSC "Halyk Bank" (for education),
- JSC "Bank CenterCredit" (for education).

The UAPF was established on August 22, 2013, based on JSC "NPF "GNPF". The founder and shareholder of the UAPF is the Government of the Republic of Kazakhstan represented by the State Institution "Committee of State Property and Privatization" of the Ministry of Finance of the Republic of Kazakhstan. Trust management of the UAPF's pension assets is carried out by the National Bank of the Republic of Kazakhstan. In accordance with pension legislation, the UAPF attracts mandatory pension contributions, mandatory employer pension contributions, mandatory professional pension contributions, voluntary pension contributions, as well as credits and accounts for voluntary pension contributions formed from the unclaimed amount of guarantee compensation for a guaranteed deposit, transferred by the organization carrying out mandatory deposit guarantee, in accordance with the Law of the Republic of Kazakhstan "On Mandatory Guarantee of Deposits Placed in Second-Tier Banks of the Republic of Kazakhstan", ensures the implementation of pension payments. The Fund also accounts for targeted assets and targeted entitlements, accounts for and credits targeted savings (TS) to targeted savings accounts, pays TS to their recipient to bank accounts, accounts for TS returns in the manner determined by the Government of the Republic of Kazakhstan within the framework of the "National Fund – for Children" program.
