Kazakhstan holds a strong position in technical regulation of the Eurasian Economic Union

Kazakhstan maintains a strong position in shaping the technical policy of the Eurasian Economic Union, with a key focus on protecting interests and supporting the development of domestic business.

This became known following an extended meeting with the participation of representatives of the Eurasian Economic Commission, chaired by the Minister of Trade and Integration of the Republic of Kazakhstan, Arman Shakkaliyev.

The discussion centers on key areas of technical regulation that directly affect the competitiveness of the national economy. Today, Kazakhstan is not just participating in integration processes but is also shaping their agenda: the country is the developer of five significant documents, including three technical regulations and two packages of amendments.

Work in all areas continues as scheduled. In particular, the draft EAEU technical regulation for paints and varnishes, approved by the Council of the Eurasian Economic Commission on March 13 of this year, is at the stage of being signed by the EAEU member states. At the same time, regarding the draft EAEU technical regulation for feed and feed additives, the domestic approval procedure has not been completed in the Russian Federation. Discussions on other initiatives continue on the platform of the Eurasian Economic Commission, which plays a key coordinating role in the interaction of member states.

As noted by the Minister of Trade and Integration of the Republic of Kazakhstan, integration processes should not contradict national priorities.

«Last year, trade turnover between Kazakhstan and the EAEU countries exceeded $31 billion, showing a growth of 16.2% and confirming the significant potential for further trade expansion. Under these conditions, technical regulation tools and SPS measures should serve exclusively to develop the market and support business. Any initiatives leading to restrictions on the free movement of goods are unacceptable to us,» emphasized Arman Shakkaliyev.

In Kazakhstan, the procedures for domestic approval of draft EAEU technical regulations are regulated by national legislation and involve the participation of state bodies, the National Chamber of Entrepreneurs «Atameken», as well as the conduct of regulatory impact analysis.

Draft EAEU technical regulations are required to undergo regulatory impact analysis, which allows for assessing the ratio of benefits and costs for business and the state at an early stage. Involving state bodies, the National Chamber of Entrepreneurs «Atameken», and other stakeholders in this work contributes to the formation of balanced and effective regulatory solutions focused on the development of the national economy.
