From April 8 to 18, 2026, the Training and Methodology Center of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan conducted a series of specialized training courses at the "Altynkol-Zhol" customs post of the State Revenue Department for Zhetysu Region.
From April 8 to 10, 2026, a course titled "Identification, Profiling and Inspection Methods" was delivered for officers of the Temirzhol, Nur-Zhol, Altynkol-Zhol, ICBC "Khorgos," Alakol, Kalzhat, and Kegen customs posts.
The course aimed to enhance the professional competence of customs officers in risk identification and the effective application of profiling techniques during customs control. Particular emphasis was placed on developing practical skills in identifying suspicious indicators, analyzing behavioral patterns, and making informed decisions during inspections.
Additionally, the course contributed to improving interdepartmental cooperation, strengthening the detection of customs-related offenses, and ensuring a unified and standardized approach to control procedures. These efforts support increased border security and overall efficiency of state revenue authorities.
From April 13 to 15, 2026, a course titled "Updating and Conducting Specialized Training for Operators of Inspection and Screening Complexes" was held for officers of the Temirzhol, Nur-Zhol, Altynkol-Zhol, ICBC "Khorgos," Alakol, Kalzhat, Kegen customs posts, as well as representatives of the State Revenue Department for Zhambyl Region.
The purpose of the training was to improve the professional level of personnel responsible for the inspection of vehicles, goods, and individuals, as well as operators of inspection and screening complexes (ISC).
The program focused on developing skills in accurate interpretation of X-ray images obtained through ISC systems. Participants studied the fundamentals of radiography, image analysis techniques, and gained hands-on experience with equipment such as Rapiscan and Smiths Heimann systems. Training sessions were conducted in both theoretical and practical formats directly at operational border crossing points.
Participants also completed pre- and post-training assessments on the Moodle educational platform, which enabled evaluation of their knowledge acquisition.
As a result of the training, participants acquired modern methods for detecting and identifying smuggled goods and substances, as well as knowledge of technical solutions that ensure effective inspection procedures, detection of concealment methods, and compliance with safety requirements.
From April 16 to 18, 2026, a course titled "Training on the Operation of Scanning Equipment and Analysis of X-ray Images" was conducted for officers of the Temirzhol, Nur-Zhol, Altynkol-Zhol, ICBC "Khorgos," Alakol, Kalzhat, Kegen customs posts, as well as personnel of the Border Service of the National Security Committee.
The main objective of the course was to enhance the quality of control at border crossing points by strengthening the integrated system of equipment and personnel, and by developing operators' ability to professionally analyze scanned images and verify information contained in submitted documents.
The training program covered the operation of X-ray systems such as Rapiscan, Rapiscan DV, Smiths Heimann, and Heimann Container; visual recognition exercises aimed at improving detection of prohibited items; profiling techniques; and methods for identifying concealed weapons, explosives, and other prohibited goods.
The Simfox simulation software was used as part of the training, significantly improving participants' skills in detecting weapons, explosives, and narcotic substances.
To reinforce the acquired knowledge, practical sessions were conducted using training samples (mock-ups) of narcotics, explosives, prohibited items, various currencies, and jewelry (gold and silver of different standards). The practical component included detailed analysis of X-ray images using Rapiscan equipment.
The training program was developed and implemented with the active participation of Deputy Head of the Training and Methodology Center L.T. Kassymkulov, Head of the Digital and Distance Learning Department A.P. Kassymbekov, and Chief Specialist of the Profiling and Inspection Department I.A. Kobekayeva, who served as trainers and instructors.
