On April 22–23, 2026, the East Kazakhstan Regional Scientific and Methodological Center for Informatization and Development of Education "Örken" of the Education Department of the East Kazakhstan Region held the first day of the republican seminar on the topic: "A Comprehensive Approach to Supporting Children with Special Educational Needs: Experience, Problems, Prospects." The plenary session of the seminar's first day, April 22, was organized on the basis of the S. Amanzholov East Kazakhstan University.

The seminar was attended by Deputy Akim of the region Yerbol Zholdaspekovich Nurgaliyev, as well as a representative of the Ministry of Education of the Republic of Kazakhstan — leading researcher of the I. Altynsarin National Academy of Education Gulbarshin Askenovna Nogaybayeva.

More than 300 delegates from all regions of the country participated in the work of the republican seminar: specialists and methodologists in special and inclusive education from education departments, heads of Psychological-Medical-Pedagogical Commissions (PMPC) and autism centers, directors of general education schools, special educators, and industry experts. Leading specialists from the fields of education, healthcare, and social protection of the region, as well as representatives of the parent community, were also present.

A special exhibition organized as part of the seminar aroused particular interest among guests and participants, where practical results of the development of an inclusive environment were demonstrated.

During the seminar, Deputy Head of the Education Department of the East Kazakhstan Region, Bulbul Zhomartovna Kozybayeva, presented an analysis of the current state of inclusive education in the region, noting the effectiveness of the support system for children with special educational needs and outlining priority tasks for the upcoming period.

As part of the seminar, the head of the "Asyl Miras" autism center in Astana, Nuriya Gainullovna Nurova, presented the experience of implementing the social project "Asyl Miras," emphasizing the application of advanced international methods in supporting children with autism spectrum disorders. The head of the "Inclusive and Special Education" department of the methodological center of the Education Department of the Atyrau Region, Gulzhanar Mendygerievna Kubiyeva, shared experience in forming an inclusive environment through ensuring accessible and quality education for all.

At the plenary session, together with leading specialists and the parent community, current issues of creating a comprehensive system for the quality integration of children with special needs into an inclusive environment were discussed, focusing on staff professional development, early diagnosis, and close cooperation with parents.

In the afternoon, the seminar program continued in a practical format. Participants familiarized themselves with the activities of specialized educational organizations and visited several practical sites, including: Special School-Kindergarten No. 14, the "Ak Niyet" Boarding School, the "Dana bala" Center for Continuing and Inclusive Education at S. Amanzholov EKU, the Regional Psychological-Medical-Pedagogical Consultation, the "Asyl Miras" Center for Supporting Children with Autism, the Office of Psychological-Pedagogical Correction in Ust-Kamenogorsk, and the "Ulba" City Territorial Center for Social Services.

The first day of the republican seminar became a productive platform for exchanging experience. Participants discussed effective models of inclusive education, identified key industry problems, and outlined specific ways to solve them.

The seminar will continue its work tomorrow. The program for the second day includes practical master classes and strategic sessions aimed at considering new prospects for the development of inclusion and strengthening mechanisms of interdepartmental cooperation.
