Former Prime Minister of Slovenia Miro Cerar Congratulated the People of Kazakhstan on the Adoption of the New Constitution

Ljubljana, 22 April 2026 – The Ambassador of Kazakhstan to Slovenia, Altay Abibullayev, held a meeting with the former Prime Minister of Slovenia, Professor and Dean of the Faculty of Law of the University of Ljubljana, Miro Cerar, to discuss current areas of Kazakh‑Slovenian cooperation.
During the meeting, the Ambassador provided a detailed overview of the results of the 15 March referendum in Kazakhstan, which approved the new text of the Constitution, as well as the progress of the political and constitutional reforms initiated by the President of the Republic of Kazakhstan, Kassym‑Jomart Tokayev. He emphasized that the new constitutional model is aimed at strengthening institutions, ensuring socio‑political stability, enhancing the efficiency of public administration, and fostering a modern legal culture.
Miro Cerar highly commended the reforms, congratulated the People and the President of Kazakhstan on the adoption of the new Constitution, and underlined the fundamental importance of the broad public support demonstrated during the referendum for the country’s Basic Law.
Special attention was given to the development of digital technologies and artificial intelligence. The Kazakh diplomat noted that the current year has been declared the Year of Artificial Intelligence and Digital Technologies, with digitalization becoming a key tool for increasing transparency and reducing bureaucracy. In this context, the Slovenian legal expert stressed the need to develop a balanced approach to regulating artificial intelligence, taking into account ethical considerations, human rights, and international security.
The parties also exchanged views on prospects for cooperation in the fields of ecology and sustainable development. The Ambassador briefed his interlocutor on the main agenda and priorities of the Regional Environmental Summit taking place in Astana, which serves as an important platform for discussing climate initiatives, green technologies, and water resources.
At the conclusion of the meeting, Miro Cerar confirmed his readiness to visit Kazakhstan and to develop professional contacts with the Constitutional Court of the Republic of Kazakhstan and the country’s leading legal institutions. Both sides reaffirmed their commitment to further strengthening cooperation in the legal, academic, digital, and environmental spheres.
