As part of the visit of ODIHR Director Maria Telalian to Kazakhstan, a meeting was held at the Central Election Commission of the Republic of Kazakhstan. Deputy Chairman of the CEC Mukhtar Yerman welcomed the members of the delegation and noted the importance of continuing working contacts with the ODIHR Office.
During the discussion, the foreign guests were briefed on the results of the referendum held on the adoption of the new Constitution of the Republic of Kazakhstan. Mukhtar Yerman informed his counterparts about the ongoing political reforms and emphasized that the new Constitution is aimed at enhancing the institutional stability of the state and strengthening mechanisms for the protection of citizens’ rights.
The ODIHR delegation showed particular interest in information on the activities of electoral bodies related to organizing observation by public organizations, interaction with the media, and ensuring accessibility for persons with disabilities on voting day. The Deputy Chairman noted that the CEC carefully analyzes the recommendations contained in the final reports of ODIHR missions and regularly submits them for discussion by the Expert Council under the CEC of the Republic of Kazakhstan. In this regard, the Kazakh side expects to receive a separate report following the assessment of the referendum held on 15 March of this year.
In turn, Maria Telalian emphasized the importance of the ongoing constitutional changes and the significance of continuing dialogue between Kazakhstan and the OSCE. She expressed gratitude for the practical assistance provided in the work of the Referendum Assessment Mission and noted ODIHR’s interest in participating in the observation of the upcoming elections to the Kurultai.
She also highlighted the importance of the participation of representatives of the CEC of the Republic of Kazakhstan in the work of ODIHR long-term and short-term election observation missions in various countries, including the United States, Azerbaijan, Moldova, and Bulgaria.
The parties reached a common understanding on the need to continue contacts and exchange information in the electoral sphere, including at the expert level.
