The Department of the Committee for Technical Regulation and Metrology of the Ministry of Trade and Integration of the Republic of Kazakhstan for the Kyzylorda Region conducted an unscheduled inspection at JSC "Krystal Management". The basis was an appeal regarding possible violations in the gas flow measurement system at the "Akshabulak" field.
During the inspection, it was established that the gas flow measurement system (metering unit) used by the company did not undergo mandatory metrological certification and was not entered into the state register of the system for ensuring the uniformity of measurements.
According to legislation, such systems are subject to mandatory verification and registration. Their use without the appropriate procedures may cast doubt on the accuracy of measuring commercial gas volumes and lead to uncontrolled losses.
"The operation of a gas metering system without undergoing mandatory conformity assessment procedures casts doubt on the accuracy of measurements and may lead to discrepancies in data on the actual volume of gas supplied," noted Deputy Chairman Bauyrzhan Kasymov.
Based on the results of the inspection, JSC "Krystal Management" was found to have violated the requirements of the Law "On Ensuring the Uniformity of Measurements".
The company has been held administratively liable: a fine of 670,375 tenge has been imposed. An order to eliminate the identified violations has also been issued.
