Geneva, 7-8 May 2026. The delegation of the Republic of Kazakhstan took part in the Swiss OSCE Chairpersonship Conference dedicated to Anticipating technologies – for a safe and humane future that held in Geneva.

The event was opened by the OSCE Chairperson-in-Office, Swiss Federal Councillor Ignazio Cassis and OSCE Secretary General Feridun Sinirlioğlu. The conference brought together approximately 200 representatives from OSCE participating States, Partners for Co-operation, international organizations, academia, the private sector and civil society.

Speaking at the panel session “Anticipating Water and Energy Security in the Digital Age”, the representative of Kazakhstan pointed out that water and energy security issues are of strategic importance to the country, directly impacting sustainable development, food security, and regional stability.

It was emphasized that given the limited water resources, high dependence on transboundary rivers, the impacts of climate change and growing demand, Kazakhstan is shifting from a reactive water management model to a predictive one based on data, digital platforms and artificial intelligence.

As part of the digitalization of the water sector, Kazakhstan intends to implement a National Digital Water Resources System by the end of 2026. It is expected to improve the accuracy of monitoring, forecasting and water resource allocation as well as ensure greater transparency in water use.

Particular attention was paid to the role of artificial intelligence in improving water use efficiency. In this regard, President Kassym-Jomart Tokayev's position that artificial intelligence is becoming the foundation of the new global economy and that big data is a critical resource was noted. Kazakhstan considers the development of artificial intelligence as a key strategic priority and aims to widely implement it in the economy, including industry, energy, agriculture and logistics.

Furthermore, Kazakhstan’s approaches presented to the development of nuclear energy. It was noted that the Agency of the Republic of Kazakhstan for Atomic Energy has been established to ensure the systematic and sustainable development of the industry and a national nuclear cluster is being formed, uniting industry, science and education. As part of the strategy approved by President Kassym-Jomart Tokayev, Kazakhstan is planning to build at least three nuclear power plants by 2060.

In conclusion, the Kazakh delegation emphasized that water and energy security should be considered comprehensively and it requires the implementation of modern technologies, the strengthening of institutions and the expansion of international cooperation. In this context, the relevance of President Kassym-Jomart Tokayev's initiative to establish an International Water Organization under the auspices of the UN was noted.

Kazakhstan called on its OSCE partners to support further dialogue on water management and water security and to promote this initiative at the international level.
