On May 12, 2026, the grand opening ceremony of the International Youth Forum of Tax Authorities of the CIS Member States was held in the city of Shymkent.

      The large-scale event brought together representatives of tax administrations of the Commonwealth countries, young professionals, industry experts, and heads of relevant government bodies.

      The forum participants were addressed with welcoming remarks by the Vice Minister of Finance of the Republic of Kazakhstan, Yerzhan Birzhanov, and the Deputy Chairman of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan, Bakytzhan Slyamov.

      In his speech, Yerzhan Birzhanov emphasized that a modern tax service is not only about efficient administration, but also a service-oriented ecosystem based on trust, convenience, and a client-centered approach.

     Special attention was given to the role of the younger generation in the development of public services and digital transformation.

     “It is young leaders who will ultimately erase the boundaries between the state and the citizen, transforming the tax service into a reliable digital assistant,” noted E. Birzhanov.

     Bakytzhan Slyamov, in his address, highlighted the importance of generational continuity, the preservation of institutional memory, and the strengthening of professional cooperation between the tax administrations of CIS member states.

     “Today, the tax service is one of the most technologically advanced public ecosystems. We are working with Big Data, artificial intelligence, and blockchain technologies, shaping a new model of public governance,” said B. Slyamov.

      Over the course of three days, forum participants will discuss pressing issues of digitalization of tax administration, implementation of modern IT solutions, use of artificial intelligence technologies, development of client-centered approaches, as well as the role of youth in transforming public institutions.

     The International Youth Forum will serve as an effective platform for open dialogue, exchange of best practices, development of new initiatives, and further strengthening of professional cooperation between CIS member states.
