On measures to introduce artificial intelligence into the secondary education system of the Republic of Kazakhstan

President of the Republic of Kazakhstan Kassym-Jomart Tokayev has signed the Decree "On Measures for the Introduction of Artificial Intelligence into the Secondary Education System of the Republic of Kazakhstan." 
The document defines the introduction of artificial intelligence technologies as one of the priority directions for the development of the secondary education system and is aimed at creating conditions for the formation of a modern, innovative education system as a key element of human capital.
The Ministry of Education, together with the Ministry of Artificial Intelligence and Digital Development, as well as other interested state and local executive bodies, will ensure the implementation of the Comprehensive Action Plan for 2026–2029. This plan provides for the development of schools' digital infrastructure, the introduction of personalized learning mechanisms, the training of teaching staff, as well as strengthening measures to protect students' personal data and ensure information security.
One of the areas will be support for small rural schools. As part of the implementation of the instructions of the Head of State, it is planned to provide schools with stable high-speed internet, modern technical equipment, and access to high-quality digital educational content. In the first stage, the pilot project plans to cover 500 small schools out of more than 2600 SCS in the country, with subsequent scaling of the most effective solutions.
The Decree also provides for the approval of unified standards for the application of artificial intelligence in the secondary education system, including issues of educational content generation, assessment of learning outcomes, ensuring academic integrity, and the safe use of AI tools.
Special attention will be paid to improving the qualifications of teachers and developing their digital competencies. At the same time, the use of artificial intelligence technologies is considered solely as an additional tool to support the educational process, not as a replacement for the teacher's professional activity.
The Ministry of Education will also take measures to strengthen the protection of students' personal data and ensure that educational content complies with the requirements of state mandatory education standards.
The use of AI does not imply replacing the teacher; on the contrary, it should contribute to enhancing the role of the teacher, reducing administrative burden, and expanding opportunities for individual work with students.
The implementation of the provisions of the Decree will help form a more modern, technologically advanced, and competitive secondary education system, focused on the development of human capital and preparing the new generation for life and work in the conditions of a digital economy.
