Geneva, 29 May 2026 – The International Telecommunication Union (ITU), the United Nations specialized agency for information and communication technologies, has officially published information on a new agreement between Kazakhstan and the Russian Federation concerning the joint use of the "7" numbering zone. The publication appeared in the ITU Operational Bulletin on 1 June 2026. The agreement was concluded for an indefinite period and entered into force on 3 December 2025.

The agreement concerns the international dialing code "+7", which is jointly used by Kazakhstan and Russia. The new arrangement formally establishes Kazakhstan as an equal partner and defines the specific numbering ranges assigned to the country: +7 0, +7 6, and +7 7.

Previously, the arrangement existed at the level of telecommunications administrations. The new agreement has been concluded at the governmental level between the two countries, thereby granting it a higher interstate status and providing stronger safeguards for Kazakhstan's interests.

The guarantees of stability have also been strengthened. While either party could previously withdraw from the agreement with six months' notice, the notification period has now been extended to 24 months. For citizens and telecommunications operators, this means that the existing telephone numbering system will remain predictable and secure for years to come.

The authorized body on behalf of Kazakhstan is the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan.

The formal recognition of these arrangements within the ITU framework represents another important step in strengthening Kazakhstan's position in the international governance of telecommunications resources and in safeguarding its national interests in the digital sphere.
