 In accordance with Article 10 of the Constitutional Law of the Republic of Kazakhstan
"On Elections in the Republic of Kazakhstan" (hereinafter referred to as the Constitutional Law on Elections), the Maslikhat of Ust – Kamenogorsk, East Kazakhstan region, announces the formation of 2 new precinct election commissions.

The number of precinct election commissions is determined by the territorial election commission of the city, depending on the number of voters in the precincts.

The term of office of election commissions is five years.

Each political party has the right to submit one candidate to the relevant election commission.

A political party has the right to submit candidates to the election commission who are not members of this political party.

In the absence of proposals from political parties, maslikhats elect an election commission on the proposal of other public associations and higher-level election commissions.

By July 03, 2026, political parties, other public associations, their structural subdivisions and higher-level election commissions in relation to the formed до 03 июля 2026 годаones will submit the following documents to the Maslikhat:

1) information on candidates to election commissions in accordance with the established form in electronic and paper format;

2) an extract from the decision of a political party, a public association or their branches (representative offices), a higher election commission on the submission of candidates to the relevant election commissions;

3) a copy of the document on registration of a political party, public association or their branches (representative offices);

4) applications of candidates for consent to participate in the work of the election commission in accordance with the established form.

A person proposed to be a member of an election commission must comply with the requirements of the Constitutional Law on Elections.

A person proposed to be a member of a territorial election commission must meet the approved qualification requirements for members of territorial election commissions, the level of education, work experience and (or) work experience, professional competencies required to perform the duties of a member of a territorial election commission, and also have a certificate of passing a test for knowledge of election legislation through the subsystem "Distance learning and testing of election commission members" on the Internet resource of the Central Election Commission of the Republic of Kazakhstan.

A member of an election commission must reside on the territory of the administrative-territorial unit in which the maslikhat that formed the composition of this commission is located.

More than half of the members of an election commission may not be employees of the same organization, except in cases where electoral precincts are established in accordance with paragraph 3 of article 23 of the Constitutional Law on Elections.

Close relatives (parents, children, adoptive parents, adopted children, full-and half-siblings, grandparents, grandchildren) or a spouse may not be part of one election commission.

All documents submitted to the maslikhat in paper format must be signed, sealed, and contain the date of execution, a note about the performer, indicating the last name, initials, and phone number of the performer.

Proposals on the composition of election commissions are accepted until July 03, 2026, from Monday to Friday from 09: 00 to 18:00, with a break from 13:00 to 14: 00.
