A project is being implemented in the Abai region to restore the parental rights of convicted women and preserve family ties

In the field of Abai, the Department of the Penal Correction System is expanding cooperation with civil society institutions, implementing socially significant projects aimed at supporting convicted women and protecting children's rights. One of these initiatives was a partnership with the regional representative office of the Dom Mamy Public Foundation.
Dom Mamy and the Department of the Penitentiary Service for the Abai region are joining forces to restore parental rights and re-socialize women in prison. The project is aimed at preserving the family ties of convicted women and preventing social orphanhood.
Special attention in the framework of cooperation is paid to the protection of children's rights and their upbringing in a family environment. During meetings and visits with convicted women, awareness-raising activities are carried out aimed at ensuring the child's right to grow up in a family. The possibilities of placing children in boarding schools in blood families — with close relatives — with the consent of their mothers and strictly within the framework of the current legislation of the Republic of Kazakhstan are being considered.
This initiative is a continuation of the policy of humanizing and strengthening family values, announced by the President of the Republic of Kazakhstan. At a meeting of the National Kurultai on March 14, 2025, the Head of State emphasized the need to respect human rights in the penitentiary system, including improving the conditions of detention of women and their further successful integration into society.
The Head of State's policy sets a clear vector: punishment should not mean a final break with society and family. Our goal is to create conditions in which a woman does not lose touch with her children when she stumbles. By combining the resources of the state and the civil sector, we give women not only hope, but also real tools to return to a full-fledged maternal role," said Galymzhan Baltabayev, Head of the Department of the Penitentiary Service for the region of Abai.
Our task is not just to provide one—time assistance, but to create conditions under which a woman can rebuild her family, gain self-confidence and return to a fulfilling life. The restoration of parental rights, the preservation of family ties and comprehensive support are key steps towards the well—being of children. We accompany women at every stage, from the preparation of documents to psychological rehabilitation, helping them to consciously approach motherhood and successfully adapt after their release," said Nurtaztina Aynagul, regional representative of the Dom Mamy Public Foundation in the Abai region.
The cooperation of the Ministry of Education and Science in the field of Abai and the Dom Mamy Foundation will be an important step in the implementation of state policy to strengthen the institution of the family and protect the rights of children to be raised in their own family.
