A Kazakhstani government delegation led by Deputy Prime Minister and Minister of National Economy Serik Zhumangarin has arrived in Kabul, concluding a comprehensive humanitarian initiative sent on behalf of the Head of State to support the Afghan people. The mission successfully delivered another shipment of humanitarian aid totaling 318.8 tons and deployed a team of qualified medical professionals to the region.

Coordination and Institutional Support The operation was organized by the Kazakhstan Agency for International Development (KazAID) and the Ministry of Foreign Affairs of the Republic of Kazakhstan. Cargo management and delivery were executed through close interagency cooperation involving the Kazakhstani Ministries of Emergency Situations, Healthcare, and Transport.

Two-Stage Logistics and Cargo Composition To optimize supply chain efficiency, the humanitarian action was structured into two successive stages:

  1. Stage 1 (Rail): A full freight train (8 railcars) was delivered to the Hairatan station in Balkh province. The Ambassador Extraordinary and Plenipotentiary of Kazakhstan to Afghanistan, Gaziz Akbasov, officially handed over foodstuffs, sugar, summer tents, bedding supplies, clothing, and medical devices to the receiving state agencies.
  2. Stage 2 (Air): A batch of urgent pharmaceuticals and medical consumables was flown directly to Kabul alongside the arriving government delegation.

In total, the shipment yielded 300 tons of sugar, 100 tents, essential goods, and 1.867 tons of pharmaceuticals and medical supplies.

Medical Assistance and Regional Dialogue The deployed team includes 10 leading specialists (pediatricians, gastroenterologists, surgeons, and trauma experts) from Kazakhstani medical organizations. During the Days of Kazakhstani Medicine, they will spend a week treating local patients and conducting training master classes for Afghan colleagues, continuing the medical mission initiated last year. Kazakhstan views Afghanistan as a strategic partner in South and Central Asia.

The primary platform for international coordination will be the UN Regional Center on SDGs for Central Asia and Afghanistan in Almaty, the establishment law of which was signed by the President of Kazakhstan on June 17, 2026, to foster regional economic ties.

For Reference:

  • According to UN data, nearly 30 million out of Afghanistan's 45-million population need assistance, including 1.3 million children under 5 undergoing treatment for malnutrition.
  • Kazakhstan is the largest regional donor to Afghanistan, providing support for over 20 years (continuously since 2021).
  • The first medical mission took place in November 2025 (13 doctors, 44 surgeries, over 100 patients within 10 days).
