New Customs Reporting Rules Introduced in Kazakhstan: What Foreign Trade Participants Need to Know

The Press Service of the State Revenue Department for Almaty announces significant changes to the rules governing record-keeping and the submission of periodic customs reports, which will come into effect throughout the Republic of Kazakhstan. Starting from July 12, 2026, new requirements established by the Ministry of Finance of the Republic of Kazakhstan will take effect.
Key Change: Discontinuation of the “e-Otinish” Platform and Transition to Email Submission
The most important practical change concerns the channels for submitting documents. Acceptance of customs reports through the public “e-Otinish” portal has been completely discontinued nationwide.
Until the full automation of processes within the specialized “Keden” system is completed, reports will be accepted via designated email addresses.
For Entrepreneurs and Companies in the Almaty Region
Documents must now be submitted directly to the dedicated email address of the Department:

Who Is Affected by These Changes?
The new procedure is mandatory for all persons included in customs registries, including:
- owners of temporary storage warehouses (TSW);
- owners of customs warehouses and free warehouses;
- duty-free shop operators;
- customs carriers;
- customs brokers (representatives);
- authorized economic operators.
Reporting Submission Requirements
To ensure that documents are successfully registered and not lost in the general flow of correspondence, senders must strictly comply with the following three requirements:
Attach a cover letter
The attachment package must include a letter indicating the company’s outgoing reference number, date, the name of the responsible officer, and contact details (telephone number and email address).
Specify the email subject correctly
The subject line must strictly follow the prescribed format. Example:
“TSW Report of Alatau LLP for the 1st Quarter of 2026.”
Name the file correctly
The name of the attached report file must exactly match the subject line of the email.
Additional Changes Effective from July 12
Transition to “Digital Systems”
As part of the new Digital Code of the Republic of Kazakhstan, the term “information system” is being replaced throughout the legislation with “digital system.”
Updated Reporting Forms
The cover pages of statistical reporting forms and the instructions for their completion have been revised.
Record Retention Requirements
At the regulatory level, clear retention periods have been established for accounting records and submitted reports that companies are required to maintain.
Important Information for the Transitional Period
Despite the introduction of the new rules, accounting records for goods and vehicles for the second quarter of 2026, as well as reports for the second quarter and the first half of 2026, must be submitted using the previous forms, in the version that was in effect prior to July 12, 2026.
The State Revenue Department for Almaty urges foreign trade participants to adjust their document submission procedures in advance in order to avoid violations and delays in reporting.
