Measures are being systematically implemented in Kostanay region to promote youth employment, develop vocational education and support entrepreneurial initiatives. Thanks to the measures taken, there is a steady downward trend in youth unemployment in the region.

As part of the instructions of the Head of State to increase employment in the country, the Roadmap "Fair Kazakhstan – for everyone" is being implemented. According to the document, it is planned to provide employment for more than 3.3 million citizens by 2030, of which at least 2.2 million should be young people.

Over the past five years, the youth unemployment rate in Kostanay region has decreased from 3 to 2.1 percent. This indicator is lower than the national average. The region has consistently implemented government measures aimed at promoting youth employment, adapting them to the requirements of the modern labor market and increasing their professional potential.

Since the beginning of this year, about 5,000 young people have applied to the employment authorities in search of work. Of these, almost 3,500 have already been employed. Some of the youth are sent to subsidized jobs, while others have completed short-term vocational training. In addition, young residents of the region had the opportunity to master the basics of entrepreneurship within the framework of the Bastau Business project and implement their own business initiatives.

As of June 1, 2025, 2,653 unemployed young citizens were registered in the region. Of these, 430 people participate in active employment promotion measures, and 1,246 receive social benefits due to job loss.

Over the past three years, the number of registered unemployed between the ages of 16 and 35 has more than halved. In 2022, 7,458 young people were registered with the employment authorities, but today this figure has decreased to 3,482 people. This indicates the effectiveness of the implemented state support measures and the positive dynamics in the regional labor market.

Last year, 13.8 thousand young residents of the region were covered by employment promotion measures. They were employed in social jobs, took part in a youth practice program, completed vocational training, and were involved in community service. In addition, some of the young people have mastered the basics of entrepreneurship and received government grants to develop their own businesses.

Work on the creation of new permanent jobs, high-quality support for citizens until employment, as well as the expansion of youth participation in active employment measures, vocational training and entrepreneurship support programs will continue. The implementation of these measures will increase the competitiveness of young professionals in the labor market, provide them with stable employment and create additional opportunities for professional self-realization.
