The Voices of Kazakh Women Repatriated from Conflict Zones Heard from the UN Podium

29 June 2026, New York – The Kazakh delegation is actively participating in the United Nations Counter-Terrorism Week, taking place in New York from 26 June to 2 July. During the High-Level Conference, Kazakhstan presented its national experience in the repatriation, rehabilitation, and reintegration of citizens returned from conflict zones in Syria and Iraq.

Particular attention was drawn to the address delivered by one of Kazakhstan’s repatriated women, who was invited to speak as a special guest at the High-Level Conference. She shared her personal story of returning home, overcoming the challenges of reintegration, and rebuilding her life with the support of the State. “Thanks to the support of the Government, my life has returned to normal. My children are receiving an education, and I have been able to start my own small business,” she said. Her testimony served as a compelling example of the tangible results achieved through Kazakhstan’s comprehensive approach to the rehabilitation and reintegration of citizens returning from areas previously affected by terrorist activity.

As part of Counter-Terrorism Week, the Kazakh delegation is also participating in negotiations on the outcome document of the Ninth Review of the United Nations Global Counter-Terrorism Strategy, which is expected to be adopted at the conclusion of the High-Level Conference.

On the margins of the event, Kazakhstan, together with the Central Asian countries, will host a dedicated side event entitled “Central Asia’s Experience in the Prosecution, Rehabilitation and Reintegration of Returnees from Conflict Zones.” The delegation will also hold a series of bilateral meetings with UN officials and international experts in the field of counter-terrorism.

In addition, Kazakhstan has been invited to participate as a speaker at several thematic side events organized by international organizations and partner countries, including Russia and Jamaica.

Background: The repatriated woman (whose identity is withheld for security reasons) and her four children were returned to Kazakhstan in 2019 as part of the humanitarian Zhusan operation, launched pursuant to the decision of the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev.

Through the humanitarian operations Zhusan and Rusafa, more than 700 Kazakh citizens were repatriated, the majority of whom were women and children.
