The pace of attracting investments in the agro-industrial complex is growing in Kostanay region

The implementation of investment projects aimed at the development of the agro-industrial complex continues in Kostanay region. Systematic work is underway in the region to increase production capacity, develop agricultural processing, create new jobs and ensure food security.

In recent years, investments have been actively attracted to the agricultural sector of the region. 144 investment projects worth 84 billion tenge were implemented, resulting in the creation of 980 new jobs. In 2025 alone, 33 projects worth 26.2 billion tenge were commissioned.

The main directions of the implemented projects were the construction of industrial dairy farms, the development of irrigated agriculture and deep processing of agricultural products. The cost of each major project exceeds 1 billion tenge.

Four projects with a total cost of 16.4 billion tenge have been implemented in the field of dairy farming. As a result, modern livestock complexes with a total capacity of 3.3 thousand heads of cattle were put into operation, and about 140 jobs were created. The production capacity of the new enterprises is 27.2 thousand tons of milk per year. This will provide dairy processing enterprises with stable raw materials.

The direction of irrigated agriculture is actively developing. Within the framework of two projects with a total cost of 2.4 billion tenge, 1.5 thousand hectares of irrigated land were introduced. The implementation of these projects contributes to the introduction of water-saving technologies and to improving the efficiency of agricultural land use.

In addition, deep processing of agricultural raw materials is developing in the region. A workshop for the production of meat and bone meal with an investment volume of 1.1 billion tenge has been commissioned. The new facility will increase the output of high-value-added products.

The development of dairy production remains one of the priorities

Dairy farming is one of the key areas of development of the agro-industrial complex of Kostanay region. As part of the program to replicate the experience of the North Kazakhstan region, financing in the amount of 49 billion tenge is provided, of which 37.8 billion tenge is allocated for the construction of 13 dairy farms with a total production capacity of 80 thousand tons of milk per year.

To date, seven farms have been commissioned, capable of producing 46 thousand tons of milk per year. These complexes contain 5,700 head of cattle. The projects continue to reach their design capacity in stages.

The program also includes the implementation of new projects. In particular, the company "Halyk Agro KST" is building a vegetable storage facility with a capacity of 5.2 thousand tons worth 1.2 billion tenge.

In addition, the Kostanai Osetr company is implementing a project for trout cultivation and the construction of a workshop for its processing. The company will produce up to 50 tons of products per year.

New production projects will be implemented

According to the roadmap of investment projects for 2026-2028, 42 projects with a total value of 553 billion tenge are planned to be implemented in the region. As a result, more than 4,000 new jobs will be created.

In 2026, it is planned to launch six projects worth 35 billion tenge. Among them is the construction of five dairy farms, which will increase milk production in the region. The project "Confectionery Capital" of the Bayan Sulu joint-stock company will also be implemented.

As part of the project, the company's confectionery production volume will increase by an additional 16,000 tons per year, and 260 new jobs will be created. After reaching full capacity, the company will be able to produce up to 68 thousand tons of products annually.

Two large processing projects with a total cost of 49.1 billion tenge are planned to be implemented in the region next year. A complex for the storage and processing of grain and oilseeds, as well as a transport and logistics center with a vegetable storage facility will be built in Beyimbeta Mailina district. The project cost will amount to 10 billion tenge.

An oil extraction plant worth 39.1 billion tenge will be built in Lisakovsk. The company will process sunflower and rapeseed with the output of up to 174 thousand tons of finished products per year.

Development of deep processing of agricultural products

Strategic projects aimed at deep processing of agricultural products are being implemented in the region.

The Qostanai Grain Industry company is planning to build a plant for deep grain processing in Beyimbet Mailina district. 187 hectares of land have been allocated as part of the project. After the launch of the enterprise, 700 new jobs will be created. The production facilities will allow processing 415 thousand tons of grain annually with the production of gluten, starch, amino acids, bioethanol and other types of products.

In addition, it is planned to build a sugar factory in the city of Rudny worth 100.5 billion tenge. The production capacity of the enterprise will allow to produce up to 200 thousand tons of sugar per year.

A modern poultry farm with a capacity of 50,000 tons of poultry meat per year is planned to be built in the Fedorovsky district. The investment cost of the project is 66.3 billion tenge. The new facility will provide the domestic market with domestic products and increase the export potential of the region.

Thus, a comprehensive investment policy is being implemented in Kostanay region to modernize the agro-industrial complex. The launch of new production facilities will contribute to the development of deep processing of agricultural products, import substitution, increase export opportunities and ensure sustainable economic growth in the region.
