A seminar-meeting on current issues of the legislation of the Republic of Kazakhstan and the norms of the Code of Ethics for Civil Servants of the Republic of Kazakhstan was held with the participation of the staff of regional departments.

Head of the Unified Personnel Management Service of the Akimat of Kostanay Region Dinara Makasheva and Ethics Commissioner Kairat Syundikov delivered presentations.

The Constitution of the Republic of Kazakhstan provides citizens with equal opportunities for entering civil service (Article 35).

It was noted that the new procedure for selection to civil service creates conditions for the formation of a professional and client-oriented state apparatus. A civil servant must possess high qualities — patriotism, honesty, justice, responsibility, professionalism, and diligence.

Issues of organizing work in state institutions on the prevention of offenses and disciplinary misconduct, as well as the implementation of the Concept for Promoting the Ideology of Law and Order in society, were discussed.

K. Syundikov raised issues of organizing control over the targeted and efficient use of state property, including official vehicles.

The tasks of forming an anti-corruption culture, accepting restrictions in civil service, and preventing conflicts of interest were communicated to the audience.

Special attention was paid to the public behavior of officials, compliance with business etiquette, the culture of public speaking, and the correctness of gestures and greetings. Employees must strictly adhere to the secular principle of the state.

The new edition of the Code of Ethics for Civil Servants of the Republic of Kazakhstan introduces an additional principle — the principle of digital ethics, responsible behavior in the digital environment. The Code also restricts the participation of civil servants in online betting and gambling (pari).
