Digitalization of crossing the state border of the Republic of Kazakhstan: the “CarGoRuqsat” electronic queue system

At the road checkpoints in Kazakhstan, an automated electronic queue system called CarGoRuqsat is in operation; it is designed to pre‑book the date and time for cargo vehicles to cross the state border.

The system was launched in pilot mode in November 2022. The developer is JSC “Information and Accounting Center” of the Ministry of Finance of the Republic of Kazakhstan.

🔹 What does the system provide?

  • pre‑selecting the checkpoint, date and time;
  • entering data about the driver and the vehicle;
  • reducing the accumulation of cargo vehicles in front of the checkpoints;
  • reducing the impact of the human factor;
  • automating part of the control procedures through integration with the information systems of government agencies.

🔹 How to use?

The carrier must register via the official QOLDAU portal (link: cgr.qoldau.kz/ru/start), select a checkpoint and an available time slot. Information about the need to arrive is displayed in the personal account at least 24 hours before the booking date and time. Push or SMS notifications may also be sent.

Arrival at the checkpoint is carried out in accordance with the established electronic queue. If the vehicle does not arrive on the scheduled day, the booking is automatically cancelled.

❗ Important:

An electronic queue is required for trucks, including those with trailers, and semi‑trailer tractors. No booking is required for passenger cars and buses.

💰 Payment:

  • processing and booking the queue — 1 MRP;
  • expedited passage for trucks — 100 MRP.

If the service cannot be provided due to the user’s fault, the paid amount is non‑refundable. A previously booked queue can be rescheduled once to another date and time.

📍 CarGoRuqsat in the Zhambyl Region

The system was introduced:

  • at the “Aukhatty” checkpoint – from May 12, 2025;
  • at the “Sypatay Batyr” checkpoint – from May 16, 2025;
  • at the “Aisha Biby” checkpoint – from May 23, 2025;
  • at the “Karasu” checkpoint – from October 20, 2025;
  • APP “Korday” – from February 16, 2026.

As of August 1, 2026, 131,824 ATCs have passed through the system since the beginning of the year:

“Karasu” – 85,628, “Sypatay Batyr” – 20,277, “Aisha Biby” – 15,902, “Aukhatty” – 5,289, “Korday” – 4,728.

The system also provides for VIN code verification. Starting from April 3, 2025, if there is an active booking for a vehicle, it will be impossible to make a new booking before the previous one is cancelled.

CarGoRuqsat is digitizing the management of border queues, enabling carriers to plan border crossings, routes, and cargo delivery deadlines in advance.
