25 August 2026 - The United Nations Security Council held a high-level open debate on “Food under fire: The Security Council’s role in mitigating global and local food crises,” chaired by Danish Minister for Foreign Affairs Lars Rasmussen.

In his statement, Permanent Representative of the Republic of Kazakhstan to the United Nations Ambassador Kairat Umarov noted that armed conflicts remain the principal driver of acute food insecurity worldwide, which, in turn, contributes to instability, forced displacement and repeated cycles of violence.

The Permanent Representative paid particular attention to UN Security Council resolution 2417 (2018) on the link between armed conflict and hunger. Kazakhstan, which actively contributed to the Council’s work and negotiations leading to its unanimous adoption during its membership in the Security Council in 2017-2018, called for greater focus on the resolution’s practical implementation.

Ambassador Umarov emphasized that today’s food security challenges extend far beyond the immediate areas of hostilities. Disruptions to transport corridors, energy markets, fertilizer supplies and agricultural trade have particularly severe consequences for food-importing countries, including developing and landlocked developing countries. In this regard, Kazakhstan called for preserving resilient, open and predictable global supply chains.

Strengthening regional cooperation in Central Asia, including in support of Afghanistan’s long-term recovery, was identified as one of the priorities. It was emphasized that strengthening Afghanistan’s food security and agricultural capacity, as well as its integration into regional economic and transport networks, is essential for improving the lives of the Afghan people and fostering long-term regional stability.

In this context, the role of the UN Regional Centre for the Sustainable Development Goals for Central Asia and Afghanistan in Almaty was highlighted. The Centre is expected to serve as an important platform for advancing regional cooperation in sustainable agriculture, food security, climate resilience and coordinated international support for Afghanistan.

Kazakhstan also reaffirmed its commitment to strengthening international cooperation through the Islamic Organization for Food Security, headquartered in Astana. The Kazakh side encouraged closer cooperation between the Organization and relevant UN agencies, including the Food and Agriculture Organization of the United Nations, the World Food Programme and the International Fund for Agricultural Development.
