Today, a meeting was held under the chairmanship of the region's akim, Murat Ergeshbayev. The agenda included the issue of applying a reduction coefficient for Aksa Energy Qyzylorda LLP.
In accordance with the instructions of the Head of State, a new thermal power plant has been built in Kyzylorda, generating 240 MW of electricity and 277 Gcal of thermal energy. The project attracted 215 billion tenge in investments, and this year the facility has been fully commissioned.
In May, the station underwent certification, as a result of which the electrical capacity of 255 MW was confirmed. On June 23, during scheduled repair work on the 220 kV electrical network of KEGOC JSC, the emergency control system activated, and the operation of the steam turbine was temporarily halted. Currently, the turbine has been sent to the manufacturer and is being restored.
In connection with this, the Financial Settlement Center for the Support of Renewable Energy Sources is applying a reduction coefficient.
Over the past three months, a difference of approximately 1.8 billion tenge has arisen for the specified payments.
The technological disruption occurred due to the impact of external factors. In this regard, it has been proposed to review the application of the reduction coefficient for the Aksa Energy project, as well as to improve the regulatory and legal procedure for applying this coefficient in cases of disruptions caused by external factors.
These measures will ensure the stable operation of the energy facility, improve mechanisms for supporting investment projects, and contribute to enhancing the investment climate in the region.
