Kazakhstan is implementing its first administrative amnesty as part of the country’s constitutional and institutional reforms.

The process is carried out digitally: no application is required, eligible cases are identified automatically, and beneficiaries are notified electronically or via SMS.

The measure applies to obligations arising from minor administrative offences. At the same time, court-imposed fines, repeat offences, as well as violations affecting public safety, public health, or the interests of the state are excluded from the amnesty.

The administrative amnesty is being implemented from 1 July to 31 December 2026.
