On September 22, 2026, the 83rd meeting of the Council of Heads of Customs Services of the Commonwealth of Independent States (CHCS CIS) Member States was held in Brest.

      The Council is a key intergovernmental coordinating body responsible for developing coordinated approaches to the advancement of customs administration, improving customs control, and strengthening economic cooperation across the CIS region.

      The meeting was attended by the heads and representatives of the customs services of the Commonwealth states.

     The meeting addressed a wide range of issues aimed at strengthening trade and economic cooperation, simplifying transit procedures, and modernizing customs control systems across the CIS region.

     Following the meeting, decisions were adopted in the following areas:

    - exchanging experience in the use of information technologies and advanced software solutions to improve customs administration;

    - implementing best practices in the use of inspection and screening systems, including the analysis of X-ray images;

    - studying the practices of the customs authorities of the CIS Member States in regulating cross-border e-commerce;

    - harmonizing approaches to the classification of goods manufactured using advanced technologies;

    - informing individuals about the rules governing the movement of certain categories of goods intended for personal use and improving controls at border crossing points.

      Kairat Jumagulov, Deputy Chairman of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan, noted that the Council is successfully implementing its key objective of minimizing administrative barriers for bona fide participants in foreign economic activity.
