Where there are circumstances giving rise to reasonable doubts as to the impartiality of the heads of a state body (conflict of interest), which may result in the improper exercise of official powers, the Ethics Commissioner shall carry out his or her activities on an independent basis.

Based on the results of his or her activities, the Ethics Commissioner shall submit reports to the authorized body. The form and deadlines for submitting reports shall be approved by the authorized body.

The interaction of the Ethics Commissioner with the authorized anti-corruption body shall be carried out in accordance with a joint legal act of the authorized body and the authorized anti-corruption body.

The Ethics Commissioner shall receive civil servants and other citizens on matters falling within his or her functions upon their request or at least once a month in accordance with a schedule posted in places accessible to the general public.

Where necessary, an interview with a citizen or civil servant may be conducted by telephone or through other means of communication that ensure the proper transmission of information.

In accordance with the procedure established by law, information about the Ethics Commissioner, including his or her surname, initials, photograph, office number and telephone numbers, shall be posted on the website of the state body and in places accessible to the general public within the premises of the state body.

For the purpose of monitoring compliance with official ethics standards, as well as the state of the moral and psychological climate within the team, the Ethics Commissioner shall conduct an anonymous survey at least once every six months using the form approved by the authorized body.
