The Ministry of Trade and Integration of the Republic of Kazakhstan held a regular meeting of its Public Council with the participation of Minister of Trade and Integration Arman Shakkaliyev.

The meeting focused on the regulation of real estate services, consumer rights protection, ensuring fair competition and improving legislation.

Particular attention was paid to issues related to the real estate services market. Public Council member Marlen Smailov stressed the need for transparent and clear rules for market participants, stronger consumer protection and greater responsibility among real estate agents.

Among the key challenges discussed were the lack of a unified state register and mandatory accreditation for real estate agents, the absence of common service standards, limited transparency in pricing and insufficiently regulated mechanisms for handling consumer complaints.

According to the Ministry of Trade and Integration, efforts to improve legislation governing real estate activities are being carried out at the initiative of Members of Parliament.

As part of this work, the Ministry has received three positive Government conclusions on legislative initiatives aimed at regulating real estate activities and the provision of real estate services, as well as licensing and state oversight in the sector.

During the review of the relevant draft laws, the Government noted that there was no need to develop a separate law specifically regulating real estate activities. At the same time, it confirmed the need to improve the legal framework in this area and strengthen the protection of citizens using real estate services.

The draft law on the regulation of real estate activities is currently under consideration by the Kurultai of the Republic of Kazakhstan. At the same time, a professional standard for real estate services is being developed and coordinated.

According to Aset Aitbai, Chairman of the PANA Association, the initiative to improve the regulation of real estate activities was put forward by the professional community two years ago. He noted that one of the key challenges in the market is the large number of intermediaries who do not meet professional requirements, as well as cases of fraud.

“We will further discuss all the proposed changes with members of the Public Council. The working group under the Kurultai will continue its detailed work on issues related to the regulation of real estate activities,” said Arman Shakkaliyev, Minister of Trade and Integration of the Republic of Kazakhstan.

Another important part of the meeting focused on improving the competitiveness of Kazakhstan’s meat processing industry. Public Council members raised concerns about the quality of imported sausage products and proposed strengthening controls over products available on the market. In particular, they suggested regularly collecting samples of sausage products from retail outlets for laboratory testing.

Council members also raised the issue of the origin of certain goods available on the market. According to them, consumers can sometimes find it difficult to determine where and by whom a product was manufactured, as well as how it entered the market.

“That is why the digital map of goods is so important today. We are actively working on the National Goods Catalogue, which will make it possible to track the movement of products and determine where they came from and where they are headed. The Government is taking systematic steps to bring the economy out of the shadow. This is a comprehensive process that takes time. At the same time, the digitalisation of these processes will help make the movement of goods more transparent,” the Minister said.

At the end of the meeting, members of the Public Council unanimously supported the resignation of Galym Kussainov from the Council following his voluntary request to step down. Dana Temirkhanovna Kassymova was appointed to the Public Council in his place.
