Kazakhstan, Uzbekistan, and the United Arab Emirates intend to jointly develop a project for a new Kazakhstan–Uzbekistan–Afghanistan–Pakistan (CASA) railway route with access to Pakistan's seaports.

The Ministry of Transport of the Republic of Kazakhstan, the Ministry of Transport of the Republic of Uzbekistan, and the Ministry of Energy and Infrastructure of the United Arab Emirates signed a Memorandum of Understanding on cooperation within the framework of the CASA railway project.

The CASA project envisages the development of a new railway line that will ensure transport connectivity between Central and South Asia and create additional opportunities for the development of international transportation, trade, logistics, and investment cooperation.

As part of the Memorandum, the parties intend to conduct technical and economic studies, analytical assessments, and study the feasibility of developing the necessary railway infrastructure and related facilities.

Kazakhstan and Uzbekistan possess developed railway infrastructure and significant transit potential. The UAE has international experience in transport infrastructure, logistics, and the implementation of large-scale investment projects. Combining these capabilities will allow for the practical development of the CASA project and the identification of optimal implementation mechanisms.

The parties also discussed next steps and specific areas of joint work. In particular, the possibility of establishing a Working Group to comprehensively address the technical, economic, and financial aspects of the project is being considered.
