Key Outcomes of the Official Visit of the President of the Republic of Kazakhstan Kassym-Jomart Tokayev to the Federal Republic of Germany

On 28-30 September 2026, at the invitation of President of the Federal Republic of Germany Frank-Walter Steinmeier, President of the Republic of Kazakhstan Kassym-Jomart Tokayev paid an official visit to the Federal Republic of Germany.
The visit marked a new stage in the further deepening of the strategic partnership between Kazakhstan and Germany, ahead of the 35th anniversary of the establishment of diplomatic relations between the two countries in 2027.
During talks with Federal Chancellor Friedrich Merz, particular attention was devoted to advancing bilateral economic cooperation and enhancing its qualitative dimension. The bilateral agenda focused on strengthening intergovernmental cooperation in the fields of critical raw materials, transport, agriculture, digitalisation and advanced technologies.
According to the Head of State, there is considerable potential for further expanding bilateral cooperation in such areas as industry, critical minerals, transport and logistics, digital technologies, as well as the production of high-value-added goods, including machinery and chemicals.
Kazakhstan reaffirmed its readiness to continue serving as a reliable supplier of oil to Germany and to increase supply volumes, considering available transportation capacities. The German side expressed strong interest in increasing oil imports to diversify its sources of supply.
Following the talks, the two sides signed a Joint Roadmap for 2026–2028 on the Development of Industrial, Technological and Raw Materials Cooperation and agreed to intensify cooperation within the “Central Asia – Germany” format. The Roadmap places particular emphasis on developing joint production capacities, extracting and processing critical raw materials, increasing the added value of products manufactured domestically, and establishing reliable and sustainable supply chains.
More than 30 commercial agreements and other documents, with a total value of approximately USD 2 billion, were signed during the talks. This wording is consistent with President Tokayev’s official statement following the negotiations.
Following the meeting between President Kassym-Jomart Tokayev and Federal President Frank-Walter Steinmeier, the Joint Declaration of the Republic of Kazakhstan and the Federal Republic of Germany was adopted. The Declaration sets out plans to further deepen cooperation in the areas of trade, energy, critical raw materials, transport, technology, education and environmental protection.
The leaders of Kazakhstan and Germany addressed the Kazakhstan – Germany Business Forum in Berlin. President Kassym-Jomart Tokayev proposed establishing a Kazakhstan – Germany Investment and Industrial Platform, centered on the development of a unified portfolio of flagship projects capable of fostering the emergence of new industries in Kazakhstan, bringing advanced German technologies and expertise to the country, and ensuring the production of competitive goods for regional and global markets.
President Kassym-Jomart Tokayev awarded Federal President Frank-Walter Steinmeier the Order of Altyn Kyran, the highest state decoration of the Republic of Kazakhstan.
In Munich, the Head of State addressed the opening of the Kazakhstan – Bavaria Technology Forum, where he put forward several important initiatives, including:
- launching a partnership programme with the Bavarian Chips Alliance to integrate Kazakhstan’s research institutions and companies into Bavaria’s semiconductor industry ecosystem;
- establishing a model farm using Bavarian water-saving and precision agriculture technologies;
- developing industrial and logistics hubs along the Trans-Caspian International Transport Route (TITR);
- facilitating the participation of Bavarian businesses in projects within the Alatau City Special Economic Zone;
- establishing a Representative Office of the Bavarian Economy in Almaty.
The President also held a series of meetings with senior executives of leading German companies:
- Siemens AG – discussions focused on the project to modernise the Qarmet metallurgical plant, jointly with Silk Road Electronics, as well as the deployment of automation technologies in the energy and healthcare sectors and in data centre operations.
- Linde – investment projects worth up to USD 500 million were discussed, including the construction of an air separation unit in Temirtau and the deployment of carbon capture, utilisation and storage (CCUS) technologies.
- Aurubis AG – plans were outlined for the advanced processing of critical raw materials. Kazakhstan possesses 21 of the 34 types of raw materials classified by the European Union as strategic.
For reference: Germany is a key trade and investment partner of Kazakhstan in the European Union. In 2025, bilateral trade amounted to USD 4.5 billion. More than 1,400 companies with German capital participation are registered in Kazakhstan. German investment in Kazakhstan has reached USD 8 billion. The joint investment portfolio comprises 40 industrial projects with a total value of USD 54 billion.
