When citizens’ applications are considered, they may be represented only by their legal representatives, advocates, legal consultants who are members of a chamber of legal consultants, as well as authorized representatives of organizations that are entitled by law, their charter or regulations to protect the rights and interests of their members and the rights and interests of other persons.
