The 14th Summer School of the Association of Asian Constitutional Courts and Equivalent Institutions (AACC), entitled “Key Principles for Limiting Rights and Freedoms,” was held in the Republic of Türkiye from 4 to 9 October 2026.

Organized at the initiative and with the support of Kadir Özkaya, President of the Constitutional Court of the Republic of Türkiye, the event took place at the Association’s Training and Human Resources Development Centre. It brought together 74 participants from 39 countries, as well as representatives of international organizations.

The Office of the Constitutional Court of the Republic of Kazakhstan was represented by M. Tulendiyeva, Head of the Documentation Support Sector of the Initial Review of Petitions and Reception Department, and A. Nurusheva, Chief Consultant of the International Cooperation and Organizational Support Department.

The programme featured presentations by representatives of constitutional review bodies and supreme courts, expert discussions, and an exchange of national experience in protecting constitutional rights and freedoms.

During a thematic session, the Kazakhstani participants delivered a presentation on the constitutional principles governing the limitation of human rights and freedoms in Kazakhstan. They outlined the provisions of the new Constitution aimed at strengthening safeguards for human rights and freedoms, as well as the constitutional requirements governing permissible limitations, with due regard to the universally recognized principles and norms of international law.

Particular attention was paid to the role of the Constitutional Court in upholding the supremacy of the Constitution and protecting constitutional rights and freedoms, including through the review of the constitutionality of normative legal acts.

Participants exchanged experience in applying national constitutional provisions, discussed approaches to determining permissible limits on restrictions of rights and freedoms, and considered issues related to the implementation of international human rights standards.

At the conclusion of the event, the representatives of the Office of the Constitutional Court of the Republic of Kazakhstan received certificates, awarded on behalf of the President of the Constitutional Court of the Republic of Türkiye, in recognition of their participation and contribution to the successful organization of the 14th Summer School.
