The contested normative legal act must have been applied by a court in a specific case involving the applicant and must directly affect the applicant’s constitutional rights and freedoms. In addition, a final and legally binding judgment must have been issued by the appellate court in that case.

The application must also be submitted within the time limit prescribed by law and meet the other admissibility requirements established under Article 45 of the Constitutional Law of the Republic of Kazakhstan “On the Constitutional Court of the Republic of Kazakhstan.”
