Akim of Almaty Yerbolat Dosayev, during an extraordinary session of the maslikhat, at which the draft three-year budget of the city is being considered, spoke about the implementation of landscaping passports. These documents are provided for by the new City Improvement Rules adopted this year.
"Within the framework of the Taza Kazakhstan program initiated by the Head of State, the Akimat is taking systematic measures to improve and green our beloved city. Landscaping and landscaping of the city is our priority to create a comfortable urban environment and improve the quality of life of Almaty residents. To achieve a new quality of landscaping and expand the green fund, financing of these important priorities will increase by 40%, or 50 billion tenge, to 170.5 billion tenge in 2025," Yerbolat Dosayev said.
The head of the city recalled that in July of this year, the Rules for the improvement of the city were approved, providing for the introduction of passports for the improvement of territories. Certification allows you to clearly define the boundaries of responsibility of entrepreneurs and other entities for adjacent territories.
The landscaping passport describes the procedure for maintaining the territories of residential housing, construction, children's and sports grounds, storm sewer networks, garden furniture and MAFas. The owners of buildings and structures are obliged to ensure their proper maintenance and operation, including timely repair and painting of facades. In addition, the administrative responsibility of owners for improper aesthetic and sanitary condition of facades and territories is fixed.
The certification process is divided into three stages. At the first stage, more than a thousand objects on main streets, in urban areas and on pedestrian spaces were covered. At the second stage, attention is paid to streets of regional significance, and the final stage will cover streets of local significance and courtyard territories.
This document has already been issued for about 2 thousand business entities, and by April 1, 2025, the complete completion of certification with coverage of 6,039 objects will be gradually ensured.
