During the extraordinary session of the Maslikhat of Almaty, the city budget for 2025-2027 was approved. The adopted budget provides funds for measures to ensure the seismic safety of the city.
Since the process of improving the seismic safety of buildings and structures is long-term and requires significant financial investments, it is planned to provide about 14 billion tenge for these purposes in the budget.
Thus, in order to determine the actual seismic resistance of buildings and structures, according to generally accepted international practice, the certification of objects is carried out in the city. Following the results of certification, next year, following the example of Japan, the USA and Israel, a city program for seismic reinforcement of buildings will be developed and implemented.
Seismic reinforcement of state social and administrative buildings in Almaty is carried out annually. In 2025, seismic reinforcement of 3 schools in Bostandyk and Medeu districts will be completed, and work on seismic reinforcement of Lyceum school No. 50 in Turksib district will begin. Seismic reinforcement works will also be carried out in 7 nurseries in Auezovsky, Bostandyk and Medeu districts.
Also, a 3-year project worth 168.8 million tenge is being implemented to assess the landslide danger and compile a passport of landslide-prone areas (the basin of the Kishi and Ulken rivers in Almaty, Kargaly, Aksai).
According to the conclusion of the National Scientific Center for Seismological Observations and Research, in order to fully cover the territory of the Almaty agglomeration and increase the speed of processing seismological data, 70 more seismic stations must be additionally installed to the existing 51. This is planned to be done by the Akimat of Almaty from 2025 to 2026, which will improve the existing early warning system for an approaching earthquake.
As a result, the territory of the city will be covered with seismic sensors that will work in a single software. In addition, work will be carried out to prepare the infrastructure for integration with the systems of neighboring countries such as China, Kyrgyzstan and Uzbekistan.
It is also planned to build a simulation training and methodological center. The implementation of this project will provide an opportunity to train the population in the necessary skills for self-rescue in various emergency situations. The instructors of the Center will teach citizens methods and techniques of self-rescue, as well as first aid in emergency cases.
