The KGI in the agro-industrial complex did not apply actions to organize a "shadow order" for the uncontrolled movement of crop products across the territory of the EAEU, as stated in the Rosselkhoznadzor statement (https://fsvps.gov.ru/news/rosselhoznadzor-vyjavil-nezakonnye-shemy-postavok-podkarantinnoj-produkcii-iz-kazahstana/).
The issuance of phytosanitary certificates is a public service (regulated by the Order of the Ministry of Agriculture of the Republic of Kazakhstan dated June 29, 2015 No. 15-08/590 "On Approval of the Rules for the Protection of the Territory of the Republic of Kazakhstan from quarantine facilities and alien species").
At the same time, there is a problem with unscrupulous Kazakhstani companies that issue quarantined products to "fake" companies when obtaining phytosanitary certificates. The issue of the existence of "fake" companies is relevant not only for Russia, but also for Kazakhstan, since products from the EAEU member states are also imported into our country to recipients who are not aware that they are being imported.
It is not possible to find a solution at the level of the legislation of the Republic of Kazakhstan: this issue must be resolved at the level of the EEC.
